After the discussion during the June 17th meeting, it is urgent that we have an additional SDAC meeting before June 30th, to present and vote on the current RFP from Community Catalyst California, and to draft a letter to DDS on how the SDAC funds for year 2020-2021 will be spent. It is important that we have a quorum at this meeting or we risk losing $81,600 funding from DDS to this committee.

Introduction

The Statewide Self-Determination Advisory Committee (SSDAC), composed of the chairpersons of 21 Regional Center Self-Determination Local Advisory Committees (SDLACs) and one member of the State Council, held its regularly scheduled meeting on February 16, 2021. With over 100 attendees—including Regional Center (RC) staff, vendors, service providers, independent facilitators, fiscal management services, and community action group members—the SSDAC developed a set of recommendations to support the implementation of the first phase of the Self-Determination Program (SDP).

This initial phase concludes on June 7, 2021, when the SDP will become available to all individuals and families served by RCs who wish to participate.

The meeting focused on how each Local Advisory Committee (LAC) could assist in completing the enrollment of those selected for the SDP during the remaining time in phase one. The resulting recommendations aim to guide RCs and LACs in overcoming common enrollment barriers. While not exhaustive, these recommendations are considered achievable before June 7, 2021. SSDAC encourages each LAC to adopt these strategies to maximize enrollment during this critical period.

Recommendations

1. Transition All Phase-In Participants by June 1

RCs should contact all selected participants who have not yet completed enrollment to determine:

  • Their current stage in the SDP process
  • Who is responsible for the next steps

  • Complete orientations by March 31, 2021
  • Finalize enrollment and transition by June 1, 2021

2. Simplify Orientation & Ongoing Training

RCs and LACs should revise orientations to be clearer and delivered in shorter segments. SSDAC will provide sample orientation modules. Trainings should continue post-enrollment and be led by self-advocates and family members, in collaboration with RC staff and independent facilitators.


3. Coaching for Participants

LACs and RCs should facilitate coaching or mentoring using federal participation funds.

  • Plan and approve second-year funds by April 30, 2021

9. Make LAC Meetings More Accessible
